Young people between the ages of 15 and 30 are a potentially volatile segment of the population in Uganda and often contributors to human insecurity, particularly if they are unemployed or feel frustrated because of exclusion from mainstream society. Bruce discovered that young people in the Pader District want to use their energy toward development but generally lack the skills and experience needed to lead reconstruction efforts in the post-conflict environment. He presented practical strategies to build youths’ capacities to the government of Uganda, several NGOs, community based organizations, and the youths themselves.
